PrivateHD should be moved to either level 4 or 5
reason: implementation of no lurking policy + per invite cost changed from 500 to 10k so pretty hard to earn that many bonus points.

Its not fair to have BTN in the same lvl with HDBits. BTN stays in lvl 9.
PTP goes from lvl 7 to 8. Its fair.
PrivateHD goes from lvl 2 to 3. If any other users have the same opinion with you np to put it in higher lvl
