I have been using Hetzner servers for the past 4 years. So, I guess I will be able to help you out.
a) First up - Decide the script you want to use. There are 2 scripts: 1) Quickbox, ) RTINST
If you go with Quickbox, then first, please follow this particular tutorial to setup the server for Ubuntu installation - hetzner-server-setup
Once you have Ubuntu installed, next step is to install the script. For that just go through the instructions given here - QB-install. Just scroll down to the "How to install" section. With Quickbox you will have a GUI dashboard. There are a lot of options, which you can configure.
If you go with the RTINST script, see here for details - RTINST-GITHub
I prefer this script, as it is more stable, and provides most of the features you need. This script does not provide a control dashboard.
Both of these scripts will install rtorrent along with ruTorrent Web GUI, Set up autodl-irssi, configure jailed FTP accounts. For additional apps, you need to install them separately.
b) Once the seedbox is setup, you can install Plex. There are a lot of good guides out there. Check these two guides - 1) Plex-Official-Install, 2) HTPC-Plex
Once you have plex installed, you might want to integrate it with ACD. So, look into this particular link - PlexACD-Install
c) For GUI access to the server, you will need to install VNC server on the hetzner box. And from your remote machine you need to use a VNC viewer (TightVNC, TigerVNC) to connect to a GUI session. Some people use X2Go, but I prefer VNC.
d) Provided you know how to copy-paste stuff in proper places, and you know how to use putty or any SSH terminal this should not take more than 1 hour.
e) As of now, Ubuntu 16.04 is the way to go. The scripts support it fully.
Now, a few points about Hetzner - 1) Bandwidth restrictions are linked to the price of your server. Please visit this link for clear details - Hetzner-Traffic. You can have additional bandwidth as well. 2) Do NOT use public trackers. There will be a very high possibility of getting into trouble. 3) You can use IPT without any issue on Hetzner. 4) If you are in the US, peering from Hetzner to your local ISP is known to be a little slow. So, you have to adjust with that. 5) Many people tell that you cannot build a buffer with Hetzner but that is not true. 6) You have to provide ID proof to Hetzner so your privacy is out of the window.
