Gameplay always come first.
Gameplay. gameplay is what reels people in to playing the game. graphics just gets peoples attention, but doesn't keep them around for too long

Well, I am a VFX TD, feature movie and TV. So of course I am more interested in graphics. As we also produce VR stuff I'm interested in Game Development, mainly the graphical aspect. Unity, Gamestudio, proprietary stuff as well. And as these sections so super time cosuming in holding and expanding your skills, it's difficult to play hours over hours. I'm in the glad position that my job is also my hobby. Nevertheless few times each year I've my gaming time. Of course I want to know whats going on on these sectors. AI, new kinematic approaches and generell new techniques and methodes in texturing, rigging, modelling etc. But as I said I have a deep peacefull mood and satisfaction in my brain and heart if I practice my main job and so I dont need to get the fun factor insured elsewhere.

The two are Important but if I had to choose I will go for the gameplay :/
I think any good game has to have both...and yes as already mentioned a good story is a must.
I became to prefer graphics over game play in recent times.
Gameplay for me.
If to take this a few steps further - I am actually turning graphics down on WoT. Extensive special effects look nice, but sometimes they are only an extra distraction that you do not need.
