It seems like it's an 'invitation to register' - Meaning, enter your email, and maybe one day, you're lucky enough to receive an official invite.

Can anyone confirm if my understanding is correct?

Guys M-Team open signups are kind of a lottery. You preregister your email address in the link provided. After 2-3 days you will receive an email on the preregistered address with a code and a link. You ollow the link, enter the code and if you were drawn during the lottery you get it.
If not, better luck next time

Correct...in the email you received, there is a date. On that date, the event will end and you need to enter the code that you again received on the mail. You will then know if you were accepted or not
