Yes, it's true VIP section is for donors and people who have high reps and feedback. But it's mainly to find giveaways of high ranked trackers that are not usually found in the normal giveaway section.
However that doesn't mean that a donor cannot apply at a normal giveaway. After all that's the perks you get for donating to TI.
