I'm not interested in starting rather curious about how much it would cost to start up and maintain one in monetary value. Reason I am asking is that I know of a tracker that now basically charges users to use. They don't disclose costs but rather keep saying we need more money. It's almost like they are trying to pay for their mortgages more than just the site. I'm guessing it costs no more than $2k USD a month to run a solid and secure tracker.

It depends on many factors but i would guess somewhere between a few hundred to a few thousand dollars per month.
Think hardware, backup hardware, ddos protection, security, tracker orientation, topsites, etc

Few hundred of dollars would suffice.
