Repeated offenders from specific countries. Tracker staff don't have the time to check and monitor every single user of a specific country where 60-70% of the users get disabled because of cheating, creating multiple accounts, previously banned, etc.
So they prefer to ban the whole country. Sucks for the good legitimate users but nothing we can do for this.
