Try a different client like Transmission or updating your version of uTorrent. It shouldn't need any configuring.

Your ISP may be throttling P2P traffic too, so maybe a VPN would help. Have you tried a browser speed test?

Speedtest shows that I am getting full speed, I dont think that my ISP throttles. I can download easily between 10 and 12Mb, when it comes to seeding it is averaging between 50Kb up to 300
