I think you have plenty of options out there.
1- Use a seedbox.
2- Buy a VPN that doesn't Keep logs and use it for torrenting.
and BTW, no one cares even your isp if you are downloading torrents for your personal needs.
Problems arise if you do something about them, you name it .

its not the government that will send annoying letters asking for money,
on private trackers i think the chance is near zero to get caught,

the problem are only open trackers, here you should use a VPN,
well another method would be to completely disable the upload in the torrent client,
as only uploading files will lead to a 'warning letter'

private tracker are pretty safe, so try to get into good private trackers.
