Utorrent 2.2.1 is a good option.
Most of the settings mentioned in the post above will make little real difference, and they are often dependant on your connection type, amount of memory, cpu, HDD etc. So generic global recommendations are mot necessarily the best for you.
This may make your downloads quicker but it will also help the authorities find you quickly. Enabling pex and dht and adding lots of different trackers announces gives the authorities more options to access you and your ip, and know what you are downloading.
I recommend people have a look at services like this one and see if your ip is listed https://iknowwhatyoudownload.com/en/peer/ Mind you this is just a small private organisation there is more info out there that is publicly available.
If you want to speed up your downloads i suggest you join some private trackers and/or get a seedbox . It is safer and faster. All private trackers set DHT and PEX to off for their torrents .
No incoming connections can simply mean you have no incoming connections and nothing is wrong. It may mean a proxy or vpn is blocking. Your utorrent ports may not be forwarded correctly. Check on your tracker there is probably something in your profile that will show whether you are connectable or not. If you have encryption forced in utorrent you will likely see fewer connections.
