what does it mean by "Newbie Assignment available"

Means you have to pass the test they want. For example, getting 30gb upload, 15gb download, 3000 bonus points & Avarage seedtime 24 hours etc... within 30 days. If you failed to do so, you will be banned after that exam time period you've been given. If you pass the exam/test/assignment your account will be confirme/permanent.
You'll find this assignments in NexusPHP trackers mostly; Means in Chainese trackers.

The most of Chineses trackers have this rule for new members. Ubits it's one good tracker. I'm sad because you didn't bypassed it.

By the way, I'm looking for others chineses trackers like PterClub, HDsky and HDChina. Can anyone tell me how can I apply for one invite for them?

after completing assessment, you should receive message like this

"Congratulations! You have successfully completed the assessment. The selected assessment item is: Newbie Assessment: Method 1 (Newbie Task: Type 1 - Default)'

with that message, you are about to be alive there
