It is necessary while making a new torrent. Setting it to private and putting announce url into tracker box.

But while downloading. It is not necessary because that was already done by uploader while making a new torrent and uploading.

Those are some necessary things to do while uploading a torrent. So when you download it it already have thta set up. On a private tracker.
