Are there any list which trackers need dedicated IP? And why do they need this - what is the background?

Do you mean having a static IP and not a dynamic?

It's because technically if two people are using the same server at the same site they could share an IP and your account would get flagged as a dupe. No sites require a dedi IP but its a risk seedbox users take. You could probably explain on IRC if you get flagged tho.
