Yes, it is. It is focused on providing releases dubbed in spanish and only comments in spanish are allowed in the forum. However, the releases always include the english language so it might be interesting for non spanish speakers as well.

Torrenting:
seed back each torrent to 1:1 or for 72 hours
fail to properly seed back more than 50 torrents, get a HnR warning.
