They are using Leaseweb in The Netherlands.

I have had multi shared seedboxes with them and every IP link back to Leaseweb in NL.
I also presume there dedi servers are also in the NL.

Hetzner doesn't allow public torrents usage and I heard you will most likely get a DMCA.
They don't seem to mind, if you using a private tracker, like IPT etc...
