i think he means he's used their services, though he doesnt mention what link speed or area used.
But Oneprovider is mostly a reseller, so you will expect to pay a slightly higher than buying directly from leaseweb, ovh or online, etc.
but at least you can avoid the setup fee

I had an Online.net box from Oneprovider in Paris for many months, but not anymore. The speeds were always very good and consistent since there are a lot of torrenting boxes in the same Online.net network and OVH Paris is just a hop away which is another big hub. Didn't keep too close attention to it, but I remember getting 50-75MB/s frequently.
