First time they refunded because my name in register form & Paypal name is different.
Second time they refunded but my name in register form & Paypal name is the same. But refunded without any explanation. I asked them no return.
I use this Paypal account for several hosting (not seedbox) services & Ebay about 7 years. What can be the problem?

Are you trying to buy Dedi Server from them? If so than it might have long term contract.

For other purchase they might suspect that you may dispute payment after few days (Users first time paying to any service via paypal have to face it many time).

It will better if you contact sales department before making purchase.

Btw best option is to buy one from Seedboxes.cc

I bought Cute Series > WindBOX €2.65 just for one month. I asked them about refund several times, no reply. Seedboxes.cc is too expensive for me.
