I don't think that there are... most seedboxes are preferring PayPal or Bitcoin... if you want a really good seedbox, check this: https://seedboxes.cc It is the best seedbox I've ever tried, I'm using their box right now.

i tried one time paid without activation of paypal account
for example assume your buying seedbox
1. signup for seedbox
2.choose a plan for seedbox
3. choosing a payment method here it as ask with your existing paypal account and second one debit/credit card with card details you enter for further payment its for without activation paypal account, but i can't recommend second one

What do you mean by activation?

PayPal allow payments without an account if that’s what you mean. You just need a credit or debit card.
