This is the main reason why I asked what are your goals.
If you don’t need a dedicated server for a specific reason (like installing automated download and upload scripts), shared seedboxes are a lot easier to use.
With a dedicated server you will have to setup everything by yourself.

I can recommend you maybe 4 or 5 shared seedboxes that I’ve used, and all for half of your budget. But I have zero experience with dedicated servers.
Reason? I’ve never needed them.

If you are really looking for a dedicated server, I’ll leave for someone with actual experience to advice you.
