First, I had forgotten I said this here, otherwise I would have reviewed before.
In fact, it was an misundertanding on my part. The person I had asked to setup the server was login in via VPN and changing his country all the time. So, I got all servers, from India, China, etc...

Bu he explained it was him.

My experience was not nice, though. They are very aware of dmca and hack notice. Just so you know, this friend was testing the torrent with a public tracker (awfull idea) and I got a dmca request the next day. They make you answer it in 24 hours and proof to them you answered. Long story short, this friend made a test account with an easy to guess password and the server was used on 2 scan on another servers. So my account was locked. I did not even used it.

Being a dedicate server, it's the best you can get for your torrenting needs, providing you know how to install everything yourself and don't trust people who will not have minimum security standarts. I'm using Online.net at the moment and linking a lot, but it's sure a lot more expensive then the Hetzner equivalent.

If I could counsel, it would be this:

1) Your knowledge is great/good, can partition hds in linux, install OS from SSH, setup VNC and Remote desktop by yourself? Provided you keep away from public trackers and your security is not lacking, I say Hetzner is as good as you can get for your money.

2) If you have to trust someone to make the job, make sure the person knows what it is doing. My friend clearly didn't. This time on Online.net I hired someone to set it up from fiverr. Never had a problem in about 10 days I'm using the seedbox. I'm sure Hetzner would be as nice, but cheaper, because they are auctions.

In conclusion: make sure you have proper technical knowledge, be it you or someone you hire.
