Cross seeding means that you grab a file from one tracker and seed it on another to build up your ratio. It´s most effective when you download the file from your tracker with the fastest pretime as soon as it´s released.
I don´t think there are many trackers left which mind cross seeding, but reading the rules is always a big advantage.
