my friend has account on PayPal and Payza

someone want 45 $ Payza from my friend for he have 45 paypal
this man send 45$ paypal to my friend and my friend send 45$ Payza
then withdraw money who sent it again on 45 $ paypal from my friend

account my friend now become limited my friend can't use his money now , and you on PayPal 300 $

How can fix this problem on PayPal and can use his account again to my friend?

I don't think u r in the right forum !
this is not a dispute , and paypal sucks anyway , so don't try , u or ur friend to create an account as Paypal is not available in ur country and u will loose the acc sooner or later .

As the other guys said, since the account was created from a banned country, it was pretty obvious that you would have problems sooner or later...
