Google: "New assessment: from 20 days to download the required amount of current sharing was still 10.00 GB 0.00, not compliance, continue to"

Is that some sort of download requirements for new members?
I can easily download 10GB, the problem is the 0.4 ratio requirements if you download more than 10gb since it usually takes me a while to build a buffer with my slow home connection.
