I've been wondering, instead of per-torrent H&R seeding requirements and/or bonus systems that require user monitoring and intervention, why don't trackers enforce a minimum average seeding time (obviously after an initial parole period so that new users can get theirs above the minimum)? It seems like an average seeding time policy more accurately incentivizes the intention of such policies.
