Actually I messed around with the newipnow.com that @Hunter suggested and it seems only certain IP locations are able to register. Romania and the UK worked but France and the US did not.

I did't bother registering but you can at least access the register page with a proxy

guys i found a way! find some polish proxy, write a short sentence "why you want to join", i ll translate your sentence into polish and ll be easier to join
