To join the site right away you need to upload at least one release, it must be be VIDEO_TS, BDMV, ISO of DVD/ Blu-ray/ UHD of the anime or movie released in the Asian country. Following successful upload (you must see yourself in 'peers' as a 'seed') you will be granted full access to the site. Each release reviewed manually so permissions might take up to a day to be granted depending on staff availability.

It appears there is some controversy surrounding this tracker history, but nothing related to money. If you don't upload, you will have to wait. I think it's all fair game.
