I can write a script on my VPS that monitoring Trackers 7/24 Once every 5 seconds
When they open registration page, I found in the moment
Then I'll create a new topic in TI for announcement

Please introduce me list of trackers that open registration page sometimes(Not Always or Never)

Rules:
List should for sites that are closed most of the time and rarely open
List shouldn't for trackers that are open most of the time
Please tell if need to administrator approves and validates account
Please tell if trackers block VPN
If the Tracker is non English language or first language interface doesn't English, Please tell that language
