Why they have wait time on downloads i dont understand.. Isnt it against the purpose of the torrents itself? Or maybe they are afraid of lecchers?

I think a lot of trackers have wait times because they want to distribute the torrent to ppl who have good ratios therefore demonstrating they will share the file (overall increasing speed of the file)?? So in a way avoiding leechers who would otherwise slow down the speed
