It's is a Anime tracker. If you mean western cartoons, then no it doesn't not allow them. However, if you meant it having dubbed anime, then yes it does have a lot of them.
Also, in addition to Anime, it also has Manga (Japanese comics), and related material like official artbooks, music (anime OST only afaik), games (only anime related), etc.
