I have waited twice before, but without timezone clarity I don't think I will be able to signup this time too

btw it is 8:15 PM at Beijing & I'm not able to get signup page.

This was not free sign up and it will never happen in high level trackers such as HDChina.
They just enable their members to send invites,as their invite system is usually closed all the time, within half an hour time limit.
As I understand they mean 8.00 pm Chinese local time which means now but only if you already have invites in your account and they don't distribute new invites.
