IRC cert issue fixed

Apologies for the inconvenience. There was a problem with the SSL certificate on IRC, but I've resolved it. I've automated the process for future occurrences. Now, instead of manually restarting IRCD, it will automatically renew the certificate, place it correctly, and reload IRC when necessary.
