IRC server switch over has begun, updates to follow on completion

Update:

IRC and services moved
Basic bots and protections are up and running
Some bots not yet moved due to version issues :
PRE bot
IdleRPG bot
not all of the working bots functions available due to version issues.
WebIRC not yet working correctly due to the above bot issues.

We expect full operation of all services to return by end of day Wednesday 29th.
