After some changes made to IRC bot (System) now idle points are awarded as follows:

* Default: 0.17 / 5 minutes
* Addict: 0.19 / 5 minutes
* VIP: 0.21 / 5 minutes
* Internal or higher: 0.30 / 5 minutes
