I know that both of them are (under) level 1 trackers, but that's what I have to start in here. Both have decent speeds, and decent pre-times. The first one offer's a lot of freeleech so you don't have to worry about your ratio. The native language is Portuguese, but nothing that google translate won't solve for you!
