Imagine I download .torrent file from a tracker.
And after a time that tracker closes, or I am banned, or my ISP censures the tracker's IP.
What happens if then I add the .torrent to my torrent client?
Will it download the file from the seeders and share it with others?
Or it needs to contact the tracker?

I do not think that you still can download that torrent, because the connections are made through the tracker with your peers, so you will not be able to connect to that torrent.
