Tbh, your question shows you're a newbie, I'm a newbie tooSo let me write something more clearly. Upload is likely blood on any tracker. Without uploads, a tracker will be dying. You're welcome to upload on any tracker. Read its upload rules and follow them.
Few trackers require reaching a special rank to be able to upload, these special ranks are hard to qualify, these ranks might be uploader rank or above. Only uploaders can upload. On those trackers, you are a member-only, you won't be able to upload unless you get promoted to uploader. I'm not sure if you're qualified for those requirements, just give them a try if you think you can do.
Some tracker require you to reach PU or Elite to be able to upload, just get enough old, enough upload, enough download and you will be promoted; in other words, you need to wait for a while unless you're in uploader rank.
Some trackers require you to make some offers before being able to upload directly, new users can upload after making some offers under uploading rules.
Some trackers allow you to upload directly; most of Gazelle-based trackers do, except some (read their uploading rules for more information).
In conclusion, few trackers have special requirements for uploading. Almost every tracker allows you to upload, it's you who want to upload or not then. Making offer requirement is not special requirement, its existence is to ensure your uploads and future uploads be under uploading rules. If you can't make a offer under uploading rules, don't think of uploading because your upload will be a mess in torrent database and your uploads will get deleted no matter how high your rank is, except you're in uploader rank or above which always gets bias from staff. So not uploading properly on those trackers is helping those trackers have a database in orderAnd I personally think it's fair.
