I don't know if this is the right place for such a topic but anyway. Recently I've been noticing many high bitrate 1080p HDTV releases for some TV shows. Most of them are pre-air releases. They have no logo either, which make them better than Web-DL releases regarding the overall quality.
Also I noticed that DIMENSION scene releases sometimes have DTS 5.1 audio tracks @ 1.5 mbps which make them comparable to Blu-Ray releases. Also there are P2P releases for the same shows with better quality encodes regarding only the picture (from groups like CtrlHD, DON, etc...). The problem is that there are no P2P releases using DTS for audio. They all use Dolby AC3 @ 384 kbps. Now for the discussion I'm asking for few things:

1. What are the sources of such releases? (esp, the DTS audio tracks from Dimension)
2. Is there a special private tracker for Scene releases only? (Again asking about Dimension as I still cant understand how scene releases spread so fast in different trackers making it hard to track the original source of the scene releases)
3. Can anyone explain the meaning of these lines? (obtained from NFO files of DIMENSION 1080p releases)

Sd = 19/20, 720p = 18/19, so, 1080p = 17/18.
