I want to know if a new member at theplace.bz (active in less than 28 days) can make a 20 dolar euro (a.k.a getting a star) and be able to have the privileges of a Power User and download exclusive material. For example if it´s a exclusive material uploaded in February 2013 will I be able to download it?

it denpends on how exclusive material it is
some torrents are only for GB contributers[vip,elite-needs to wait for xdays(PU,EU needs to wait much longer)]
some torrents are open for vip,elite[PU,EU-need to wait xdays]
some torrents are open for every one except user [default user class].
