it's seem you not done your assessment yet mate, done that assessment before 29/09 or your will lose your account..
check again your torrent that you want to download, maybe you not accept the rules or something..
Chinese tracker have a rules too accept after you click the download link it will redirect you to 1 page to accept before you can download the file..
or maybe you not using the client that they allow.. check that with the staff..
