Extend Notice of October Open Registration Assessment

Considering the October Open Registration Assessment has torrent uploading included, the following changes will be made:
During the assessment period, if everything is passed except torrent uploading, your assessment will be extended by 1 week;
During the assessment period, if requirements other than torrent uploading are not met, you will be disabled after the end of the assessment period.
