调整全局种子促销规则：

所有种子发布后24小时内(含24小时)下载免费（Free），24小时优惠期结束后，根据该 种子的做种情 况自动转为以下优惠：

1、该种做种总数为1-5用户时：下载免费，上传100%（Free）
2、该种做种总数为6-10用户时：下载30%，上传100%（30%）
3、该种做种总数为11-50用户时：下载50%，上传100%（50%）
4、该种做种总数大于50用户时：下载100%，上传100%（黑种）

调整beAst、HDRemuX两个小组的种子促销规则：

所有种子发布后30小时内(含30小时)下载免费（Free），30小时优惠期结束后，根据该 种子的做种情 况自动转为以下优惠：

1、该种做种总数为1-10用户时：下载免费，上传100%（Free）
2、该种做种总数为11-30用户时：下载30%，上传100%（30%）
3、该种做种总数为31-100用户时：下载50%，上传100%（50%）
4、该种做种总数大于100用户时：下载100%，上传100%（黑种）

同时，管理组会对部份种子单独设置促销规则，不受上面的影响。
