Ratio fix

As some of you might have noticed, rtorrent incorrectly reported stats back to ocelot which we fixed a couple days ago.

We are in the process of removing about 10% upload and download. An error has occurred where some users' upload was reduced to 0. Don't be alarmed, we're working on it.

Is this the reason why I had my downloads amount reduced?
