New sanctions against Russia are based on the closed part of the "Kremlin report", which consists of hundreds of pages, said US Treasury Secretary Steven Mnuchin at a meeting of the banking committee of the congress.

"The Kremlin list"

The Kremlin report, published by the Ministry of Finance, included almost all of the Russian leadership, beginning with Prime Minister Dmitry Medvedev, and large entrepreneurs - only 210 people.

The report was prepared in accordance with the Law on Countering America's Enemies through Sanctions, which was adopted in the United States in the summer of 2017. It does not entail immediate sanctions, but implies that they can be introduced in the future.

Vladimir Putin called the report "an unfriendly act," which harms relations between Russia and the United States. And Moscow is not interested in curtailing relations with Washington, so it will refrain from responding and will follow the situation.

He also noted that Russia against this background should deal primarily with internal issues, guided by the rule "the dog barks, and the caravan goes."

President's press secretary Dmitry Peskov called the US "unpredictable counterpart." According to him, in such a situation Russia must remain focused and act in accordance with its interests.

Mnuchin also noted that an unprecedented work was carried out - all in order to continue and ensure the planned course of restrictions.

"In no case should we think that we will not impose sanctions on people on this list," Reuters journalist Pete Schroeder quotes the finance minister as saying.

Responding to the insistent questions of senators about the timing of the introduction of new sanctions, the head of the Ministry of Finance stated that he would be cautious in his assumptions.

"I can not promise you that it will be for a month, but I assure you that we will do it as soon as we can, within a few months you will see - and maybe in a month," answered Mnuchin.

He added that when developing new restrictions on Russia, not only the "Kremlin report" but also intelligence data will be used.

Also, Mnuchin said that "there are problems that we must solve, and we solve them through sanctions."

The manifestation of a hybrid war

Political scientist Dmitry Yuriev believes that the issue of the priority of sanctions against certain persons is insignificant.

"All these small and not very bites, informational throw-in, lists are all elements of a well-established hybrid" third world war, "he said.

According to him, the US uses everything that occurred in ordinary wars after active hostilities: "this is blockade, harassment, unbridled military propaganda, and persecution."
