The State Duma adopted a law on ensuring Rosgvardia security for the heads of constituent entities of the Russian Federation


MOSCOW, February 21. / TASS /. The State Duma at a plenary meeting on Wednesday adopted in the third reading a law that gives Rosgvardia the powers to ensure the security of the highest officials of the subjects of the Russian Federation. The document was submitted to the lower house of parliament by Russian President Vladimir Putin.

In accordance with the text of the law, Rosgvardia will "ensure, in the manner approved by the President of the Russian Federation, the security of senior officials of the subjects of the Russian Federation (heads of higher executive bodies of state power of the constituent entities of the Russian Federation) and other persons." This activity will be carried out "exclusively on a contractual basis".

The funds received by Rosgvardia under such agreements will be transferred to the federal budget. "Tariffs for services rendered by the National Guard troops related to ensuring the security of the highest officials of the constituent entities of the Russian Federation are determined in accordance with the procedure established by the Government of the Russian Federation," the document says.

It is assumed that the adopted federal law will enter into force 180 days after the day of its official publication.

Earlier, the first deputy director of Rosgvardia Sergey Melikov noted that the department in this issue will closely cooperate with both FSO and the Interior Ministry. He pointed out that the FSO does not exercise protection of officials of the RF subjects, unless a separate decision is taken by the head of state. According to Melikov, the heads of subjects of the Russian Federation were guarded by state security units of the Ministry of Internal Affairs.

At present, he noted, part of the units that were engaged in the protection of officials, moved together with extra-departmental protection into Rosgvardia. As a result, it was concluded that it is necessary "to consolidate the mechanism for sharing these powers jointly with the FSO and the Ministry of Internal Affairs," explained the first deputy head of Rosgvardia.
