"Italy said that it does not plan to sign the conclusions of the summit until there is an agreement on migration issues," he said.

A few minutes before the meeting, the journalists were informed that the interim press conference with the head of the European Council Donald Tusk and the head of the European Commission Jean-Claude Juncker scheduled for 19.00 (20.00 Moscow time) was postponed to a later date, officially the reasons were not announced.

"The conclusions are not agreed"

The European Council later confirmed that the final documents at the summit on Thursday could not be reconciled due to the position of one of the countries.

"This afternoon, the European Council held an exchange of views with the Speaker of the European Parliament and NATO Secretary General, and held discussions on security and defense, jobs, growth and competitiveness, innovation and digital technologies and other issues such as expansion, MH17 and budget, "the press service said.

"As one of the members took its position on all the conclusions, at this stage no conclusions are agreed," the report said.

The statement notes that "for this reason, the press conference of EU institutional representatives was canceled and will instead take place tomorrow after the end of the summit of the euro area countries."

"The right to protect borders"

Polish Prime Minister Mateusz Moravetsky, commenting on the disagreement on the migration issue at the press conference, noted that more and more EU countries are against the forced relocation of refugees.

"I am very happy, because after various bilateral negotiations, both backstage and official, which I conducted and conduct, it turns out that an increasing number of states are convinced that the best option is not to forcibly transfer or compulsorily cover the costs associated with the non-acceptance of refugees" , - the prime minister said.

He added that the key in the context of migration is "extensive cooperation to help the countries of origin of migrants and refugees, as well as in-depth cooperation at the external borders of the EU."

Moravetsky said that "Italy's position on the issue of migration is also moving in the direction of protecting the external borders of the EU."

"We recognize the full right of sovereign states to protect their borders," he concluded.

The Italian strategy on migration

At an informal meeting on migration held last Sunday in Brussels, Italy prepared a "European multilevel strategy on migration". The document proposes to divide among EU member states responsibility for arriving migrants to its territory. "The duty to save lives can not be the duty to process a request (for asylum, - Ed.) At the expense of others ... Whoever landed in Italy, landed in Europe," the document says.

Rome aims to "overcome" the Dublin agreement, according to which the responsibility for receiving migrants rests with the first country whose border they crossed at the entrance to the European Union. Among the main points of the strategy there is the need for "joint responsibility of the EU member states for wrecking" of vessels with migrants, strengthening the cooperation of the EU countries with the states from which migrants are sent and who cross them, and creating "centers of international protection" in them. These institutions must undertake the processing of requests for asylum and the provision of legal assistance, including with regard to the voluntary return of migrants to their homeland.

In addition, Italy proposes to combat the phenomenon of "secondary movement" of migrants - through the conclusion of bilateral technical agreements between the EU countries, as well as establish centers for the reception of migrants in many European countries at once - as opposed to the Spanish-French initiative to host "closed centers" in zones arrival.
