There is a tracker called 'AppzUniverse' might be what you are looking for, check it out and see for yourself, I can't really tell from personal experience since I'm not a member there but as far as I know they open up on the first day of each month for 24 hours, so keep that in mind if you are interested.

Btw, what I heard is tracker levels are maintained here with consideration to quality and content of each tracker and not really depending on rarerity. Soo why does this rutracker (if it's best for apps) placed at level 3?
