do i have to wait for a while after logging in an account i just have bought ?

and How much time should i wait to avoid blocking the account for ip changing ?

Note : that account was bought from a friend in my country ..so the ips are from the same country

Under normal circumstances you’ll be able to safely login to your private tracker account from an unlimited number of locations. But (and this is big) the moment you decide to actually download a torrent file from a second location, it raises a red flag. Trackers generally don’t care where you login from, but they care where you download to - since this immediately looks like you’re sharing the account. TorrentLeech is even fussier about this: You can get banned for downloading the same torrent file twice, even if it’s from the same computer through the same account.

    But..

While simultaneos IP and email change would probably red flag your account and probably get you banned , changing IP address while your in the same country is ok as it happens all the time , like when you change providers or move to another city. So do it but be careful on not changing the email for the moment or ever if possible.

Man, it's all a matter of probability but you in your case don't need to worry.. As I said.. you are using an IP from the same country and that is a really positive thing.. that should make it a smooth transition between accounts...
Second, you should be fine as long as you don't jump on changing email and everything.. just log in and download, don't try to change your profile or you'll rise the probability.

    Better?

its better if you wait a few days, its suspicious if you change password or mail after you change ip.

I quote Redstar. Wait a few days otherwise a sudden email and password change will make it look suspicious. Wait a few days and change pass, then wait a few more days and change email. Don't do everything too soon. But.. just my 2 cents.
