What does BUFFER mean

I have got misunderstand on the concept of "BUFFER" if it`s amount of upload minus amount of download why does it shown like this? please explain it.

What I understand buffer means how much more you can download (non freeleech) so that your overall ratio would decline to minimum allowed ratio on the tracker.
