I came across seed.st some time ago. The deals look good and theyve mentioned they dont screw around with the upload/download.
hence this on a gbit line through seed.st

I offer seedboxes and dont limit the upload or the download, and provide lots of Hard drive space. Also, I provide a dedicated IP, root ssh access, and unlimited FTP
