Also for transcoding from the CLI look into ffmpeg, it can be a bit intimidating by the number of options there are, but you should be able to find some guides online.

i dont have a windows machine ( if i had it will be so easy to do the job ) , i had a ubuntu ssh terminal with root access and a very slow connection so i cant download a full hd movie and i want to convert them so i can download them
